Please read carefully:

An Event in Right-of-Way Permit (Event ROW) is required when an event requires the occupation and disruption of traffic within a road authority’s right-of-way’s, including roads, sidewalks, trails and paths.

Additional Conditions and Comments

To use the online portal, all you have to do is create an account and then you can sign into the online portal and start filling out your applications.

A permit is required when any work or activity, regardless of impacting traffic or not, is completed within the City of Kawartha Lakes' Right-of-Way (ROW). The ROW includes the asphalt/gravel roadway surface, gravel or paved shoulders, sidewalks, curb and open ditches.

Please note that Permits require the following timelines for processing:

  • minimum of 5 business days for a Road Occupancy
  • minimum 15 business days for a Road Closure

The Application will not be considered unless it is submitted in full and that the following requirements are met:

  1. The Permit Application and all supporting documents must be received:
    • at least five (5) business days prior to the scheduled road occupancy
    • at least fifteen (15) business days for a road closure or event in the right-of-way.
  2. Attach a copy of Certificate of Liability Insurance naming The Corporation of the City of Kawartha Lakes as "Additional Insured". (see Conditions for further information on insurance requirements).
  3. Description of the proposed works and land/road closures in the application.
  4. Identification and assessment of traffic impacts of proposed works, with assessment and consideration given to public transport services affected (where applicable).
  5. Details of provisions made for emergency vehicles, heavy vehicles, cyclists and pedestrians.
  6. A Sketch/Diagram/Map indicating the location of the work/activity in the right-of-way, uploaded in an accepted format, preferably a pdf.
  7. Applicants shall include, where applicable, an approved Municipal Consent (MC) indicating the municipality's authorization for a utility to occupy a specific location within the City’s Rights-Of-Way (ROW).
  8. Include a Traffic Control Plan that meets Ontario Traffic Manual (OTM) Book 7 Temporary Conditions, describing the traffic impact (i.e. Lane Shift, Lane Closure, etc.) and procedures for implementing the Traffic Control Plan. Said Traffic Control Plan, shall include detour routes, signage and devices that will be used. All signage must adhere to Ontario Traffic Manual - Book 7.
  9. If work is performed on waste collection day(s), the Applicant shall ensure that garbage and recycling pickup will be accessible.
  10. Assessment of effect of proposed traffic management measures on traffic movements in adjoining streets.
    For Events in the Right-of-Way:
    • For all other events closures, the Traffic Management Plan should provide details on how the traffic impact will be managed during the closure (i.e. Police and Fire Department assistance required and/or use of traffic control devices, etc.) and for non-rolling closures or closures affecting high volume roads, a map indicating the Detour Routes.
    • If Police or Fire Department assistance is required, the applicant should contact these services directly to confirm availability and confirmation of assistance.
    • If traffic control devices are required from the City, the notification with approved Road Closure will direct the applicant to the appropriate Roads Area Supervisor to discuss availability of these devices.
